Hi, 

I created a simple custom module in Odoo, but it does not appear in the Apps list. I already updated the app list and restarted the server.

What are the common reasons for this issue?

Check the logs first, if there is nothing, then please make sure that your Odoo version matching the one mentioned in your mainfest file. 

Also make sure that all init and mainfest files are in the correct format.
